History
NAYORA was created by 12 youth organizations on November 21st, 1995 and registered by the Ministry of Justice on January 31st, 1996. Currently NAYORA has 65 member organizations.
Goals
Coordination of work of youth organizations. Attainment of solidarity among the youth in the questions of national importance.
Representation of member organizations at the national and international levels.
Assistance in creation and development of the youth NGO’s and encouragement of young people to have active participation in the democratic processes in Azerbaijan.
Solutions of problems of young people and protection of their rights.
Creation of favorable conditions of the creative young people of Azerbaijan.
Promotion of a good cooperation with international youth structures and other organizations abroad.
Improvement well-being of the Azerbaijan population.

Bureau consists of:

Bureau meets at least two times in a month, confirms dates, agendas of Board meetings taking into consideration of proposals coming from member organizations.
Chairperson
On the 9th General Assembly that was held on March 27th, 2006 Fuad Muradov was elected a Chairman of NAYORA.
Chairperson provides realization of decisions made by General Assembly and Board, represents NAYORA, signs protocols, agreements on behalf of NAYORA, leading financial operations of NAYORA.
Board
Board is the decision making body which leads the affairs of NAYORA between meetings of the General Assembly and consists of one representative from each member organization. The Board takes decisions, regulating the current activity of the NAYORA, accepts new members; elects Chairman of the Board; confirms Secretary General and Deputy Secretary General on the basis of recommendation by Chairman of the NAYORA. The Board meets at least once in month.

Control Revision Commission
Control Revision Commission is responsible for controlling the follow-up Charter.
Control Revision Commission consists of five persons elected by the General Assembly.
The members of the Control Revision Commission elects their Chairman among themselves.
Foreign Relations of NAYORA
Since 1997 - NAYORA is the full member of the World Union of Turkish Youth.
1997-2000 – NAYORA was the associated member of the European Youth Forum.
Since 2000 – NAYORA is the full member of the European Youth Forum.
Since 2002 – NAYORA has Consultative Status in United Nations ECOSOC.
Since 2004 – NAYORA is a member of Islamic Conference Youth Forum

2000-2002 NAYORA member Mazahir Afandiyev elected to the membership of Financial Control Commission of the EFY.
2000-2002 NAYORA member Vugar Yagubov elected to the membership of the Programming Committee of the EYF.
2002-2004 NAYORA member Vugar Yagubov elected to the membership of the Advisory Council of the EYF.
2001-2004 NAYORA member Vugar Aliyev elected to the membership of the Council of Europe Affairs Commission of the EYF.
2002-2004 NAYORA member Fuad Muradov elected to the membership of the Financial Control Commission of EYF of which he is representing as a chairperson at the moment.
United Nations
1999-2002 NAYORA was a member of the Steering Committee in the framework of the project aiming establishment of Young Volunteers Management Unit which was supported by UNDP, UNVP and Ministry of Youth, Sport and Tourism of Azerbaijan Republic.
February 2002 NAYORA organized “1st UN – NGO Community Relations Conference” in Baku, Azerbaijan in a partnership with UNDP.
7-10 May, 2002 NAYORA officials participated at the United Nations General Assembly Special Session on Children in New York.
NAYORA is actively participating at the Interagency Task Force on Youth Health and Development which is supported by UNICEF Azerbaijan.
In near future NAYORA is planning to implement “Eyes which have seen too much” project aiming to set up UN school for talented refugee and IDP children in a partnership with UNDP, UNHCR, Ministry of Foreign Affairs, Ministry of Youth, Sport and Tourism, Ministry of Education of Azerbaijan Republic.
Youth Policy
In April 2002 State law on Youth Policy have been accepted by the Parliament and it was signed by President of the Azerbaijan Republic in May 2002. NAYORA actively participated in the working group which was set up before the acceptation of the law in order to prepare draft of the law.

Youth Participation
According to the Azerbaijan legislation youth age is defined to be 16-35.
Last statistics shows that 35% of the total number of Azerbaijan population is youth.
There are nearly more than 100 functioning youth organizations in Azerbaijan, 65 of them are the members of the NAYORA.
