I. General Stipulations
Eastern European Youth Cooperation, here and after EEYC, is a platform for cooperation of Youth Councils from the Eastern European countries.
EEYC is not a public union and does not carry juridical statue. It functions on the basis of consolidated decision-making of the Youth Councils in accordance with the procedures stipulated in the present Statute.
Members of EEYC are the Youth Councils that have signed the Agreement.
Working languages of EEYC are Russian and English.
The texts of the Agreement in Azeri, Armenian, Belarusian, Ukrainian and Romanian are considered working copies and marked as Translation.
II. Aims and Objectives
EEYC is a sustainable cooperation of the Youth Councils and is based on the democratic principles of equality and openness. EEYC is a structure created to strengthen the youth sector on the national, regional and international levels in order to promote civil society in the Eastern European region.
• EEYC contributes to lobbying and defending mutual interests of the young people and youth organizations on the national, regional and international levels;
• EEYC coordinates cooperation between the youth organizations from the Eastern European countries, giving the first priority to the member organizations of the Youth Councils of these countries;
• EEYC functions within the frames of common informational network on the basis of exchange of experience and practice of youth work;
• EEYC represents the Eastern European region on the European and international levels.
III. Principles of work
Equal partnership, solidarity, tolerance, honesty, openness, non-interference into the internal affairs of the Youth Councils-participants of the Cooperation.
EEYC will not imply participation of the organizations from the countries not recognized by UN in the Cooperation.
IV. Structure, participants, elected bodies.
1. The General Assembly of the representatives of the Youth Councils is the supreme body of EEYC.
The General Assembly is conducted under the initiative of at least half of all the Youth Councils or at the initiative of the Secretariat, but not less than twice a year.
The number of representatives from each of the Youth Councils is determined at the preceding General Assembly.
Personal membership of delegates is formed by each of the Youth Councils independently.
Each of the Youth Councils is assigned with one vote.
The General Assembly is entitled to make any decisions concerning the work of EEYC. The decisions are made by consensus. The General Assembly is entitled to make decisions that further on require ratification by the elected bodies of the Youth Councils.
The Chair of the meeting is the representative of the country that holds the Assembly.
Secretariat of EEYC is responsible for preparing and conducting the General Assembly.
2. During the period between the General Assemblies, Secretariat is engaged into implementing the decisions made at the General Assembly of EEYC.
The functions of the Secretariat are carried out by one of the Youth Councils.
The General Assembly makes the decision to allot one of the Youth Councils with the functions of the Secretariat and determines the timeframe of its plenary powers.
3. The participants of EEYC are the Youth Councils of the Eastern European countries that have signed the Agreement about the Eastern European Youth Cooperation.
The participants of EEYC may withdraw from further cooperation informing the General Assembly or Secretariat upon this decision.
4. Rights and responsibilities of the Youth Councils.
• To participate in all the meetings and activities conducted by EEYC.
• To contribute to implementation of aims and objectives of EEYC.
• To represent the interests of the young people in the region and other youth structures.
• To inform other participants of EEYC about the current situation in their countries. In order to promote further partnership and cooperation between the member organizations, each participant of EEYC once in three months informs the rest of the Youth Councils about the projects and activities carried out by youth organizations in their countries.
• To spread the newsletter about youth activities in the region
